Effective Jan. 1, 2026, the Delaware Doula Services Mandate (HB362) requires insurers to cover doula services for Delaware individual, small group, and large group fully insured policies issued on or after that date.
Coverage must be provided for additional doula visits if recommended by practitioners or clinicians acting within their scope of practice.
Highmark Delaware will require doulas to be certified or registered in the same manner required by the Delaware Division of Medicaid and Medical Assistance (“DMMA”) under § 530 of Title 31. The following codes are applicable to doula services:
T1032 |
Services Performed by a Doula Birth Worker, Per 15 Minutes |
T1033 |
Services Performed by a Doula Birth Worker, Per Diem |
In addition, preventive medicine counseling codes 99401, 99402, and 99403 are eligible when submitted by a doula with DX Code Z391.
