DHS Expands Maternal Home Visitation Eligibility to 24 Months

Highmark Wholecare is pleased to announce a significant enhancement to our Maternal Home Visitation (MHV) Programs, stemming from a recent mandate by the Department of Human Services (DHS). DHS has extended eligibility for these vital services from prenatal until the child reaches 24 months, an increase from the previous 18-month duration. This change allows us to provide even longer-term support for the health and well-being of our Highmark Wholecare Medicaid members and their young children.


What are MHV Programs?

Highmark Wholecare collaborates with dedicated local community organizations across Pennsylvania to offer these invaluable home visitation programs. Designed to support families from pregnancy through early childhood, MHV programs provide personalized assistance to help families thrive.

Through home visits from trained community health workers or other professionals, families receive a customized plan focused on preventive care and healthy habits. These programs also play a crucial role in helping families overcome obstacles to accessing healthcare and social services.


Who is Eligible?

As per DHS requirements, these programs are available to:

  • All first-time Medicaid parents.
  • Parents/caregivers of children with identified risk factors (social, clinical, racial, economic, or environmental).
  • Any infant/caregiver who requests support.


Participation in MHV programs is always voluntary, empowering members to choose the support that best suits their needs.


How to Refer Members:

If you have a Highmark Wholecare Medicaid member who could benefit from these enhanced services, please contact our Enhanced Member Supports Unit (EMSU) at 1-800-392-1147. Our dedicated Case Management Team will:

  • Connect with the member to explain the program.
  • Determine the most suitable MHV program for their unique needs.
  • Complete the referral process efficiently.
  • Coordinate services between the member and the MHV program for the full eligible period.


This expanded eligibility to 24 months, as directed by DHS, reinforces Highmark Wholecare's commitment to providing comprehensive and continuous support to our families during a critical period of development.
